Pentagon: conditions for civil war exist in Iraq

Conditions that could lead to a civil war exist in Iraq, the Pentagon said in a new report on Friday, as the "core conflict" has changed into one pitting Sunni Muslims against Shi'ites, with the Sunni Arab insurgency overshadowed.

The Pentagon's congressionally mandated report provided a sober assessment of the situation in Iraq over the past three months, saying attacks increased by 15 percent over the prior three months and casualties among Iraqis surged 51 percent.
The above is from the quarterly report mandated by congress. Guess what the last quarterly report said?
Insurgent attacks in Iraq at highest level in 2 years
Militants exploiting political uncertainty, Pentagon says

May 31, 2006 WASHINGTON -- The Pentagon reported yesterday that the frequency of insurgent attacks against troops and civilians is at its highest level since American commanders began tracking such figures two years ago, an ominous sign that, despite three years of combat, the US-led coalition forces haven't significantly weakened the Iraq insurgency.
And what is Bush's take? Well two days ago he said at a political event "You know, amazing things have happened in Iraq, when you think about it."

Yeah, it's pretty amazing when the President thinks the 1200 Iraqis and 65 Americans who died in August are fodder for a campaign event. Especially after he declared "My series of speeches, they are not political speeches [...] I would seriously hope people wouldn't politicize these issues"
