Act, even though it was his staffer who did it.It's bad enough that the staffer slipped it in there at the urging of the Justice Department. But to not tell your boss that you're doing it? Astounding. Since when did the Justice Department become part of the legislative branch?
Well, either Specter is an idiot or he's incompetent or a willing cog in the machine.
I suspect he's a lot of all of the above..
