They make announcements like this WAY way after the deed is already done or about to be exposed anyway, so if they are announcing it now, it's been fait accompli for some time now.
It's probably been going on ever since we got to iraq and now something has happened that will expose American perfidy once again, so they want their altruistic lies firmly ensconced in the public domain.
