After you have seen it, you'll note that the reporter asked an interesting question:
How on earth did anywhere from 10-100 tons of explosives get into the buildings? The researcher's answer was, "Ask whomever was responsible for WTC security."

Well, as to how and when, there's this:
Forbes, who was hired by Fiduciary in 1999 and is now stationed at a U.K. branch office, was working on the weekend of September 8-9, 2001, and said that his company was given three weeks advance notice that New York’s Port Authority would take out power in the South Tower from the 48th floor up. The reason: the Port Authority was performing a cabling upgrade to increase the WTC’s computer bandwidth. ... Forbes did stress, though, that there was power to the WTC’s lower floors, and that there were plenty of engineers going in-and-out of the WTC who had free access throughout the building due to its security system being knocked out.
And for the company responsible for WTC security? Well, that's sorta' interesting:
Marvin P. Bush, the president’s younger brother, was a principal in a company called Securacom that provided security for the World Trade Center, United Airlines, and Dulles International Airport. The company, Burns noted, was backed by KuwAm, a Kuwaiti-American investment firm on whose board Marvin Burns also served.
