The Rethug leadership had threatened public hearings for an ethics violation if he refused to step down quietly.
I wonder if they confiscated his key to the Senate Members-Only restroom?

Personally, I think he's just stalling;-)
What else is a senate member to do? He has to put it behind him and work it out with his constituents. At least that's the thrust of his argument, which I think is pretty limp.
