Read this line:
Gerald O'Driscoll, a former vice president at the Federal Reserve Bank of Dallas and a senior fellow at the Cato Institute, a libertarian think tank, said he worried that the failure of the government to provide more information about its rescue spending could signal corruption.
It COULD signal corruption? What the hell else would all the secrecy be for? To hide the fact that they're really giving the money to the world's poor? That they're paying for schooling for orphans? That they're supplying funds for puppy rescue?

OF COURSE it signals corruption.
